Michael Bader
Faculty Director
Michael Bader is the faculty director of 21CC and is an associate professor in sociology at Johns Hopkins. He studies how cities and neighborhoods have evolved since the height of the Civil Rights Movement. He links long-term patterns of neighborhood racial change to the ways that race and class influence the housing search process. He has developed methodological tools that combine survey data with “big data” to study neighborhood environments.
Mac McComas
Senior Program Manager
Mac is the senior program manager of 21CC. He serves as the project manager for the Baltimore Social-Environmental Collaborative (BSEC). His research focuses on business dynamics, access to capital for small businesses and minority entrepreneurs, and neighborhood quality of life in cities. He serves on the board of WYPR, NPR’s local affiliate station and on the board of The Friends of the Jones Falls. He received his MA in Scottish History from the University of Edinburgh and his MLitt in Scottish Historical Studies from the University of St Andrews.
Matthew E. Kahn
Visiting Scholar
Matthew E. Kahn is a visiting scholar at 21CC and the Provost Professor of Economics at the University of Southern California. He is a research associate at the National Bureau of Economic Research and a research fellow at IZA. He has taught at Columbia, the Fletcher School at Tufts University, UCLA , and Johns Hopkins University. He has served as a Visiting Professor at Harvard, Stanford and the National University of Singapore. He is a graduate of Hamilton College and the London School of Economics. He holds a Ph.D. in Economics from the University of Chicago. He is the author of several books including Unlocking the Potential of Post Industrial Cities (joint with Mac McComas, 2021, Johns Hopkins Press ). Linda Loubert
Senior Fellow
Linda Loubert is a senior fellow at 21CC and an Associate Professor of Economics, Interim Chair & Graduate Coordinator at Morgan State University. She is a Political Economist with a Ph.D. from the University of Texas at Dallas. She completed a postdoctoral research fellowship at the University of Michigan in the Ford Foundation Program on Poverty and Public Policy and Program for Research on Black Americans at the Institute for Social Research. Odis Johnson, Jr.
Senior Fellow
Odis Johnson Jr., PhD, is a senior fellow at 21CC and a Bloomberg Distinguished Professor at Johns Hopkins University, where he has faculty appointments in the Department of Health Policy and Management at the Bloomberg School of Public Health, the School of Education as Executive Director of the Center for Safe and Healthy Schools, and in the Department of Sociology at the Krieger School of Arts and Sciences. Maqbool is a senior fellow at 21CC and a Professor in Operations Management & Business Analytics at Johns Hopkins Carey Business School. He has a joint appointment in Department of Anesthesia and Critical Care Medicine, School of Medicine and is on the Core Faculty of the Armstrong Institute for Patient Safety and Quality. Mary Miller
Senior Fellow
Mary Miller is a senior fellow at 21CC. She served as the U.S. Department of the Treasury’s Under Secretary for Domestic Finance. As Under Secretary for Domestic Finance, Miller was responsible for developing and coordinating Treasury’s policies and guidance in the areas of financial institutions, federal debt financing, financial regulation, and capital markets. Previously, Miller served as Assistant Secretary of the Treasury for Financial Markets, where she advised the Secretary on broad matters of domestic finance, financial markets, federal, state and local finance, and federal government lending policies. In this role, she was been responsible for Treasury’s management of the public debt. Prior to joining Treasury, Miller spent 26 years working for T. Rowe Price Group, Inc., where she was the director of the Fixed Income Division and a member of the firm’s Management Committee. Miller received a B.A. from Cornell University. She received an M.C.R.P. from the University of North Carolina at Chapel Hill. Miller also has earned her Chartered Financial Analyst designation.
